Pricing Clarification for Invitation to Bid #1002 for Public Relations Software

Notification has been provided to vendors bidding on Nebraska Department of Revenue, Lottery Division, Invitation to Bid #1002 for Public Relations Software, issued on May 1, 2026 (ITB). This notification is to clarify any potential ambiguities of the Standard Conditions and Terms of Invitation to Bid and Offer, as contained in the above-mentioned ITB, and to notify vendors that the Nebraska Lottery requires a new cost proposal from each vendor, which proposal must incorporate and adhere to these clarifications.

Vendors may only propose a firm cost proposal for providing the services described in the ITB. A vendor may not propose any pricing for additional services not included in the ITB.

It is expected that a cost proposal provided pursuant to Invitation to Bid #1002 will adhere to the following format:

[Company Name] proposes the following cost proposal for performing all services required by the terms of the Nebraska Department of Revenue, Lottery Division, Invitation to Bid #1002 for Public Relations Software, issued on May 1, 2026.

[Bid]                     [Delivery Date]

This cost proposal is being provided pursuant to the Nebraska Lottery’s ITB clarification of June 17, 2026.

The Nebraska Lottery does not recommend that a vendor provide any additional information regarding compensation or payment to the vendor beyond the language quoted above. The cost proposal must be signed by a person authorized to bind the vendor and must be dated.

Each vendor must submit one cost proposal via email to lottery@nelottery.com or in a sealed envelope. The envelope must be clearly marked “ITB #1002 Cost Proposal.” The cost proposal, whether mailed, emailed or hand delivered, must arrive at the Nebraska Lottery at 137 NW 17th Street, 68528 or P.O. Box 98901, 68509-8901 Lincoln, NE or email at lottery@nelottery.com, no later than 5:00 p.m. CT, on Thursday, June 25, 2026. Late arriving proposals will result in the vendor being automatically disqualified. Vendors may not rely on a previously submitted bid. Any vendor who does not submit a timely cost proposal in response to this clarification will be automatically disqualified. Cost proposals provided pursuant to this clarification will be the only ones evaluated. Previously submitted cost proposals will not be considered, but supplementary information provided by a vendor earlier will be considered if a cost proposal provided pursuant to this clarification is received.
