$10 SCRATCH GAMES MONTHLY GIVEAWAYDRAWING RULES PROCEDURESOverview: Players can enter into the drawing through the mail or nelottery.com. To combine the mail and nelottery.com entries, a preliminary drawing will be conducted from each entry vehicle. A predetermined percent of entries will be drawn from both the mail and nelottery.com entries. These entries will be entered into a final drawing to select the prizes. 1.All drawings will be held at a designated time and place agreed upon by the Drawing Manager, Lottery Marketing Director, and Lottery Legal Counsel. 2.All mail-in preliminary drawings will be videotaped. All web preliminary drawings will be verified by use of a drawing form. The drawing form will verify the software is in working order. The web preliminary drawings will have at least one observer. Each person present at the web preliminary drawing will sign the paperwork verifying the drawing.3.The Drawing Manager, Lottery Internal Auditor, and Entry Drawer or designated appointee(s) must be present to have a valid drawing.4.All monthly drawing entry deadline dates and drawing dates will correspond to those set forth in the official Rules and Regulations. ENTRIES RECEIVED BY MAIL5.All entries, as defined in the official promotion Rules and Regulations, which are mailed to the Nebraska Lottery will be weighed and placed in an official container. Depending on the number of entries received, multiple containers may be used. Each container can only hold up to 25 pounds of entries. 6.To determine the number of entries received, the Drawing Manager will weigh ten entries at random together and then divide by 10 to get the average weight of each entry. Totaling the number of container(s) and multiplying by the average weight of an entry will determine how many entries have been received.7.A pre-drawing may be necessary to reduce the number of entries placed in the official drawing drum for the mail-in entries. To determine the number of entries to be placed in the official drawing drum, the number of containers will be multiplied by 25 plus the partial container weight divided by the average weight of a single entry. 8.If a pre-drawing is necessary, the Entry Drawer and the Drawing Manager will draw the correct number of entries from each container, based on the calculation in #7, and place the entries/tickets into the official drawing drum for the mail-in drawing. The official drawing drum cannot be filled beyond ½ full or exceeding 125 pounds.9.Once the mail-in entries are in the official drawing drum, the Drawing Manager will multiply 10% by the number of estimated mail-in entries. This number will be the number of entries that need to be drawn from the official drawing drum and entered into the final drawing with the web entries. 10.Once the preliminary mail-in drawing is complete, all mail entries NOT drawn for the final drawing will be destroyed.ENTRIES RECEIVED THROUGH NELOTTERY.COM11.All web-based entries, as defined in the official promotion Rules and Regulations, will be tracked by a computer program. Each entry will be stored in one table in the database and will record the exact time and date of each entry. This information will be automatically saved and have nightly back-up files created.12.Prior to the web preliminary drawing, a Lottery Systems employee will create a "drawing definition" in the promotion software system. The "drawing definition" will define the beginning date and time and end date and time of the entry period, the number of winners by percent, and the eligible game numbers and/or price points. 13.During the entry period, the web entry software will prevent duplicate ticket serial numbers from being entered. The software is also configured to prevent entry of serial numbers from non-eligible games other than those defined in the Rules and Regulations. 14.Each monthly drawing has an entry range defined. When a web preliminary drawing is conducted, the computer program pulls out the entries in the table that have time stamps in the correct range. The computer software, under the direction of the Web Entry Drawer and observed by the Drawing Manager, Internal Auditor, or his designee, shall randomly select a number of entries representing the percentage assigned below, rounded to the nearest whole number. Eligible entries shall be entries received during the eligible entry period, subject to the entry restrictions, minus any entries made by Employees or Contractors of the Nebraska Lottery. 15.For each monthly drawing, 10% of all web entries received through nelottery.com for the designated entry period will be drawn from the preliminary entries and submitted into the final drawing.16.A report will be run listing all of the randomly selected entries. Each selected entry will be assigned an entry ticket labeled with the player’s name, address, and phone number, and deposited into the final drawing.17.Once the preliminary drawing is complete, all entries NOT drawn will be saved for player information purposes. FINAL MONTHLY DRAWINGS18.All entries in the official drawing drum will be thoroughly mixed. The Entry Drawer will draw two (2) entries which will be number 1 and 2 in the corresponding order in which they were drawn. Then two alternate entries which will be number 3 and 4 will then be drawn to be used in the event of disqualification of entries 1 and/or 2. Upon validation, the person listed on each entry drawn will be awarded prizes in the following manner:#1 --- First Prize as listed in the official Rules and Regulations#2 --- Second Prize as listed in the official Rules and Regulations19.Tickets drawn will be first checked by an Auditor to assure that they are non-winning, eligible $10 tickets. (A non-winning ticket is a ticket which has not won a cash, merchandise, or free ticket prize.) In the event an entry drawn as a winner is disqualified, the next valid alternate drawn by the Entry Drawer will be designated as the winner of that prize. 20.The Drawing Manager will check all entries drawn for legibility, duplication, alteration, eligibility, and complete name, address, and telephone number. If the entry drawn is a mail entry, the Drawing Manager will check the web entries file to ensure that the entry was not entered in both the mail entries and web entries.21.If more than one person’s name appears on any entry drawn as a winner, these persons will be notified and it will be their responsibility to determine which person will take ownership of the prize. 22.Entries drawn that were submitted through nelottery.com will be contacted according to the official Rules and Regulations and be required to submit the actual physical ticket drawn. Each of these web winners will have thirty (30) days from notification to submit the winning ticket as required under the Rules and Regulations or be disqualified. In such case the next valid alternate drawn will be declared the winner.23.Players may enter as often as they wish, but can only win one prize in each of the ten (10) monthly drawings. Individual players living in the same household may win a prize in the same promotional drawing.24.Players may not be both a winner and an alternate in the same drawing.25.Following each drawing, a winners list will be created by the Drawing Manager for distribution listing the winners’ names and city of residence. This list will be posted on nelottery.com and players may obtain a copy by calling 402-471-6100.
